Ballot-level detail

data/cvr-<slug>.json files scripts/build_cvr.py
writes from DC BOE's published cast vote record. cvr.js replaces this line
once the data loads, or says so if it cannot.

If counting had continued
Ranked-choice counting stops as soon as a candidate holds a majority of
the continuing vote, so candidates who were still in the race are never
eliminated and their ballots never transfer. Everything in this section is
our own continuation of the same count under the same rules, run on until
only two candidates are left.
